File uploads are disabled by default. To enable them, make the upload directory writable by the web server and set $wgEnableUploads to true in LocalSettings.php. See Manual:Configuring file uploads for more details.
You can restrict anonymous users from editing pages by changing the value of the $wgGroupPermissions configuration option in LocalSettings.php. Add the line $wgGroupPermissions['*']['edit'] = false; to disable editing for anonymous users.
